오늘날 우리는 이전보다 풍요로운 시대를 살고 있지만, 아시아의 많은 지역에서는 여전히 국가폭력과 인권 유린이 반복되고 있습니다. 표현의 자유가 억압되고, 생명과 존엄, 공정한 재판을 받을 권리가 제대로 보장되지 않는 현실은 지금도 계속되고 있습니다. 이러한 문제는 일부 국가의 예외적 상황이 아니라 아시아 사회가 함께 책임지고 해결해야 할 공동의 과제입니다.

아시아법률자원센터가 광주에 설립된 배경에는 이러한 문제의식과 더불어, 아시아인권위원회(AHRC)가 걸어온 길에 대한 깊은 존중이 있습니다. AHRC는 아시아 각국에서 벌어지는 인권 침해를 집요하게 기록하고, 국제사회에 알리며, 고립된 피해자들과 인권활동가 곁을 지켜온 중요한 연대의 중심이었습니다. 특히 5·18광주항쟁이 왜곡과 침묵 속에서 고립되어 있을 때, AHRC는 광주를 기억하고 연대의 목소리를 멈추지 않았습니다. 그 꾸준한 관심과 실천은 1998년 광주에서 ‘아시아인권헌장’이 선포되는 데에 중요한 바탕이 되었습니다.

광주에 설립된 ALRC는 AHRC와의 긴밀한 연대를 바탕으로, 그동안 그들이 보여준 진정한 용기와 뜨거운 인권 정신을 이어받고자 합니다. 광주는 1980년 5·18항쟁 당시 잔혹한 국가폭력에 맞서 끝까지 저항하며 민주주의를 지켜낸 도시입니다. 이 정신은 2024년 12·3 내란의 위기 속에서도 시민들이 민주주의를 지켜낼 수 있었던 중요한 토대가 되었습니다.

아시아인권헌장 선포 27년이 지난 오늘, ALRC는 AI를 비롯한 첨단 정보통신 기술을 적극 활용해 아시아 각국의 인권단체와 풀뿌리 현장에서 활동하는 인권활동가들의 목소리를 전 세계에 알리고자 합니다. 고립된 아시아인들의 고통을 하나의 정보 네트워크로 연결하고, 한국의 민주화 경험이 여전히 국가폭력에 시달리는 아시아 민중에게 실질적인 희망의 등불이 되도록 노력하겠습니다.

A sincere welcome to everyone visiting the website of the Asian Legal Resource Center (ALRC).

Although we live in an era of greater abundance than ever before, many parts of Asia still suffer from recurring state violence and human rights violations. The reality where freedom of expression is suppressed, and the rights to life, dignity, and a fair trial are not properly guaranteed continues to this day. These issues are not exceptional circumstances of a few nations, but a shared challenge that Asian society must take responsibility for and resolve together.

The establishment of the Asian Legal Resource Center in Gwangju is rooted in this awareness, along with deep respect for the path taken by the Asian Human Rights Commission (AHRC). The AHRC has been a vital center of solidarity, tenaciously recording human rights abuses across Asia, informing the international community, and standing by isolated victims and activists. In particular, when the May 18 Gwangju Uprising was isolated amidst distortion and silence, the AHRC remembered Gwangju and never ceased its voice of solidarity. That consistent interest and practice became a crucial foundation for the proclamation of the "Asian Human Rights Charter" in Gwangju in 1998.

The ALRC in Gwangju, through close solidarity with the AHRC, seeks to inherit the true courage and fervent spirit of human rights they have demonstrated. Gwangju is a city that defended democracy by resisting cruel state violence to the end during the May 18 Uprising in 1980. This spirit served as a critical foundation that allowed citizens to protect democracy even during the insurrection crisis of December 3, 2024.

Today, 27 years after the proclamation of the Asian Human Rights Charter, the ALRC intends to actively utilize advanced information and communication technologies, including AI, to amplify the voices of human rights organizations and grassroots activists across Asia to the world. We will strive to link the suffering of isolated Asians into a single information network and ensure that Korea's experience of democratization remains a practical beacon of hope for the people of Asia who still suffer under state violence.
